Reframing access as ambition

How Community College of Qatar built a brand that reflected its growing academic role, national purpose and value to students.

Context

Established in 2010 as Qatar's first community college, CCQ had expanded from diploma education into bachelor's degrees, distinctive programs, workforce pathways and partnerships with public and private-sector organizations. It had become Qatar's largest national university college and the country's second-largest higher-education institution.

Its national role was equally distinctive. CCQ served school leavers, working adults seeking promotion, career changers and people returning to education after time away, offering routes into higher education for Qataris with very different starting points.

Communications had not kept pace. A pre-project assessment found public output weighted toward student activity and event coverage, while academic programs, alumni outcomes, institutional progress, partnerships and workforce impact lacked sustained visibility.

Challenge

CCQ did not need to imitate another university. It needed to establish the value of the institution it already was.

Accessibility and flexibility were genuine strengths, but they could be misread as signs of lower academic value, and the word college reinforced that reading.

The work therefore had to build stature without loosening the community-centered model that made the college matter in the first place.

01

Perception gap: community college was still associated with a second-choice or lower-status education

02

Academic visibility: bachelor's degrees, distinctive programs and graduate outcomes were not consistently understood

03

Reputation system: communications prioritized announcements and events over sustained institutional storytelling

04

Employer relevance: partnerships and workforce impact needed stronger government and business visibility

05

Brand coherence: identity and messaging varied across audiences and channels

Insight

CCQ did not need to hide its accessibility. It needed to show that access is an expression of ambition.

Students and graduates described a supportive institution that understood real-life circumstances, gave them another chance to keep learning and helped them progress in work and life.

Accessibility, flexibility, Qatari-centered education and distinctive programs were never compromises.

They were the practical foundations of an education model built to develop national capability.

Answer

I led the full development and execution of CCQ's rebrand and repositioning strategy, building it as a long-term operating system for brand, marketing, communications and stakeholder engagement rather than a one-off launch.

The strategy repositioned CCQ as a national higher-education institution with distinctive undergraduate programs, accessible pathways and workforce preparation for Qatar's current and future needs, held together by five connected value propositions.

National focus committed the college to national pride and to Qatar's economic, cultural and social development. Distinctive programs tied academic design to real market needs. Flexible pathways supported students through hybrid learning, adaptable scheduling and practical progression routes. Unrestricted education kept higher education reachable through limited prerequisites and tuition support. Strategic partnerships connected academic preparation to professional practice across the public and private sectors.

The identity carried the same argument. Developed with Qatari artist Fatima Al Sharshani, it used Arabic calligraphy to connect heritage with modernity, drew on maroon to reference Qatar's national identity, and used a fluid form to express adaptability and responsiveness to students and to changing labor-market demands.

Results

Ipsos conducted an independent post-rebrand brand audit and measurement study one year after the rebrand, using six focus groups, an online survey of 200 current and prospective students, and 20 in-depth interviews with internal and external stakeholders.

Ipsos found that exposure to CCQ's communications produced associations with credibility, empowerment, flexibility and national backing.

The accreditation campaign was read as a credible milestone that strengthened the college's institutional weight, while the brand-reveal film connected with persistence, second chances and empowerment.

Some stakeholders described a shift from second choice toward first choice, recognizing CCQ's role in creating degree access, supporting working students and developing national talent.

Ipsos also recorded a high degree of awareness that CCQ offers bachelor's degrees, challenging the older perception that the college is limited to diploma education.

The same evidence framed the next opportunity: sustained visibility is still needed for distinctive programs, partnerships, graduate outcomes and the rebrand itself beyond the immediate CCQ community.

My role

I led the full development and execution of CCQ's rebrand and repositioning strategy. My role covered research, institutional diagnosis, stakeholder analysis, competitive and media review, positioning, value-proposition development, messaging, brand strategy, identity collaboration, communications infrastructure, rollout planning, activation, stakeholder outreach and performance measurement. I translated the college's 2023 to 2030 strategic priorities into a practical system for brand, marketing, communications, digital channels, content, media, employer engagement and internal adoption.
