Building an Enrollment Engine for a New Research University

How HBKU built one university-wide enrollment system that could recruit for six colleges and more than 40 programs while strengthening the institutional brand.
HBKU was developing as Qatar Foundation's homegrown research university, offering graduate and postgraduate education connected to national research institutes, global academic partnerships and Qatar's knowledge-based economy.
The university had a distinctive offer: research-focused multidisciplinary programs, access to research-active faculty, a dynamic campus community and opportunities for entrepreneurship and professional development.
HBKU was also a young institution with a rapidly expanding portfolio. Prospective students needed clearer information about programs, eligibility, scholarships, financial aid, career value and the practical process of applying. The enrollment strategy had to make HBKU visible as one institution while giving each college and program a specific reason to choose it.
HBKU was growing from a small set of postgraduate programs into a research-intensive university with six colleges and more than 40 programs.
Each college had different subject areas, audiences, faculty, research strengths and enrollment cycles. The university could not afford six separate enrollment brands or 40 disconnected campaigns.
Every program needed to recruit effectively, but every marketing investment also needed to strengthen the HBKU name.
The work required Communications, enrollment teams, academic affairs, Deans, faculty, research institutes and student-facing teams to operate around one prospective-student journey.

The enrollment problem could not be solved by advertising each program separately.
Prospective students choose a program, but they also choose the credibility, research environment, faculty, network and future opportunity of the university behind it. For a young institution, institutional confidence had to be established before program-level messages could convert interest.
The solution was a three-level system: institutional, college and program.
HBKU would build university-level recognition, each college would translate the research mission into a distinct academic field, and every program would carry a precise proposition, audience, career relevance, research connection and call to action. Each campaign could recruit for one program while building recognition for HBKU as a whole.
We created a central enrollment marketing system connecting institutional brand building, college positioning, program recruitment, digital experience, public relations, events, outreach and enquiry management.
The system replaced fragmented fact sheets and disconnected program promotions with a consistent prospective-student experience. A unified HBKU narrative was adapted at college and program level without creating competing identities.
The enrollment journey connected paid, owned and earned media with program pages, a central prospectus, open houses, information sessions and direct interaction with the enrollment team.

- Tracked web traffic, campaign channels, event participation and prospect engagement to guide future investment
The model treated enrollment as a year-round institutional system rather than a collection of annual program campaigns. Brand reputation created confidence, program content created relevance, and the digital and event journey created routes to action.
An early operating-year snapshot showed that the system was creating a measurable digital route to interest. Between June 2015 and June 2016, HBKU recorded 1,023,028 website views. Enrollment content received 48,784 views, open-house content received 27,807 views and information-session content received 42,273 views.
Across the 2015 to 2023 project period, the enrollment model supported six colleges and more than 40 programs, attracted more than 100,000 applicants and recruited more than 2,500 students from 60 nationalities.
The wider program included more than 50 recruitment fairs across Europe, China, the Americas and the Middle East. Graduate open houses regularly attracted hundreds of prospective students, while Discover Education City brought the universities across Education City into one annual recruitment platform.
The planning model also became more efficient. The 2016 to 2017 plan was structured to support 12 programs rather than 10 while reducing proposed media spend from QAR 6.2 million to QAR 4.722 million. These were approved planning figures and cost-optimization targets, not confirmed final expenditure or a direct measure of enrollment growth.
The result was an expandable enrollment engine that could launch new programs, differentiate colleges, support local and international recruitment and strengthen HBKU's institutional reputation at the same time.

As Head of Communications, I led the development and delivery of HBKU's enrollment marketing communications strategy. I worked with enrollment teams, academic affairs, Deans, faculty, colleges, research institutes and external partners to build one recruitment system for the expanding program portfolio. My role covered the institutional, college and program framework, value proposition, prospective-student journey, communications plan, content and media strategy, prospectus, digital experience, recruitment campaigns, events, outreach and performance management.
